The Swedish Environmental Research Institute (IVL) is a leading independent authority within the field of sustainable development and environment. Founded in 1966 and owned by a joint foundation of the Swedish industry and the Swedish Government, it boasts over 165 scientists from different disciplines such as climate change, water, air pollution, waste, sustainable industrial production, chemicals, and capacity building. The department of climate change performs analyses and provides advisory services for national governments, the European Commission, development banks and companies. IVL has extensive experience in conducting research on climate policy, evaluating the EU ETS, adaptation, and the effects of climate policy on the energy system and industry. As part of IVL’s Climate Policy research, the research institute is undertaking a series of surveys within the EU targeted at different actors along the project supply chain (brokers, exchanges, project sponsors, project investors etc.) - the goal is to better understand what actions/options are required in order to increase CDM volume and increase the effectiveness of CDM.

The Policy Research Centre for the Environment and Economy (PRCEE) of Ministry of Environmental Protection (MEP) is an official consultative body for macro decision-making on environmental protection under the Ministry of Environmental Protection (MEP). According to the requirements of the Ministry of Environmental Protection (MEP) and the strategic arrangements of environmental protection in China, the PRCEE provides decision-making consultations and relevant information services for MEP and for the State Council. The PRCEE’s climate change tasks include tracking and analysis of climate changes and dynamics; research on air quality matters that affect climate change; strategic research on GHG emission control; the preferential field study of China’s environmental protection towards the new century; analysis of the advantages and disadvantages of China’s involvement in CDM projects as well as policy proposals; studies of capacity building requirements related to the “Kyoto Protocol” in developing countries; and strategic framework research on China’s adaptation to climate changes. The PRCEE now shares a wide and intensive cooperation network with domestic related ministries and local environmental protection agencies as well as with countries, international and regional organizations such as Japan, Germany, Canada, U.S.A, World Bank, APEC, UNEP and the EU.

TÜV Rheinland is an international services company which documents the safety and quality of new and existing products, systems and services. The German based group has more than 130 years of experience, over 8,700 employees, and with over 100 subsidiaries, is present in 50 countries around the world including nine offices in China. As one of the first Designated Operational Entities accredited by the UN CDM Executive Board (there are only 18 DOEs altogether) operating worldwide, they have been active in the validation and verification of CDM projects and the development of new methodologies since 2004. They are also one of the main consultants for the EU in the implementation of the European Emissions Trading Scheme.

DEVELOPMENT Solutions China (DS) is a local consultancy working across a range of fields under the broad theme of sustainable development. DS specialises in the implementation and management of quality projects and in providing technical assistance training for governments and the private sector across the Asian region. DS is experienced in designing and implementing education and training campaigns, including the research of target groups, and targeted education of stakeholders on substantive issues from policy development to codes of conduct for compliance strategies. In the area of energy and environment, DS works with different environmental specialist partners in a range of environmental disciplines relating to water resource management, energy efficiency, carbon capture storage and most notably CDM.

The establishment of the CDM Project Management Center (CDM-PMC), based on the regulations and requirements of "Measures for Operation and the Management of CDM Projects in China", was approved in 2006 by the NDRC, the Designated National Authority (DNA) for CDM in China and it was formally launched in February 2007. The operations of CDM PMC are guided by the Office of National Coordination Committee on Climate Change and managed by the Energy Research Institute (ERI) of NDRC. In addition to carrying out the administration of CDM project registrations and monitoring of CDM project implementation in China, CDM PMC also provides academic and policy support to the NDRC, specialising in national and regional climate change strategies; improvements in National CDM policy and its implementation in China. To date, CDM PMC has worked on international policy issues related to climate change and energy-policy in cooperation with international organisations such as, The World Bank, The United Nations Development Programme (UNDP), the United Nations Framework Convention on Climate Change UNFCCC, and with national organisations from, for example, Japan, Denmark and Sweden.

The Research Center of Urban Development and Environment (RCUDE), Chinese Academy of Social Sciences (CASS) was established in October 1994. RCUDE implements research projects through the integration of social and natural sciences, providing scientific support for decision-making at the national and local level, specialising in urban development, sustainable development and environmental economics. As one of the predominant think-tanks in China, the research team on climate change and international climate policy from RCUDE has accumulated expertise in national and international climate change issues. It also provides regular and expert technical support to the Chinese government in international climate negotiations. More specifically, the RCUDE research team, as a leading group in the field of CDM and programmatic CDM (P-CDM), has been involved in a series of high-profile international co-operations with international organisations such as the World Bank and the EU Commission as well as national agencies from EU countries. Recent research areas include, “Promotion of Low Carbon Development through Incentives”, “Linking National and International Climate Policy”, “Demand for Emissions for Development Needs in China- With a view to Low Carbon Development”, “China CDM study” and “Programmatic CDM in China”.
