The third regional workshop, jointly organised by the EU-China CDM Facilitation Project Team, the Bureau of Environmental Protection and CDM Technology Service Centre of Heilongjiang Province, was held on 17 April in Harbin, Heilongjiang Province. Official representatives at both the national and provincial levels as well as a representative from the EU Delegation in China attended the Workshop. In addition, over 100 participants from the business sector, academia and local authorities attended the event.

In addition to the ongoing structural development in the local industry, Heilongjiang Province has great potential for CDM growth in the fields of biomass, waste heat utilisation and energy efficiency. As of January 2008, 17 CDM projects from Heilongjiang had been approved by the NDRC and 5 wind power projects had been registered with the CDM Executive Board.

The Workshop consisted of detailed presentations of the current CDM development in Heilongjiang Province and the region-specific CDM potentials, with a particular focus on how CDM development can be more closely and efficiently synchronised with local regulation on energy conservation and pollution control. Other topics included current and future CDM development in China; CDM methodologies; the feasibility of implementing P-CDM in China; risk management strategies in the CDM market; and the impact of CDM on sustainable development. Furthermore, the development of the international carbon market was also presented by an energy policy expert from the Swedish Energy Agency.
