High-level Policy Tours are the activities at national level to strengthen the cooperation and information exchange between EU and China. In the context of the rapid development of the strategic partnership on climate change between the EU and China, in particular in terms of the Clean Development Mechanism (CDM), the overall objective of the policy study tours for the Chinese delegations is to achieve a comprehensive understanding of the policies and regulations in the fields of international climate regimes as well as national efforts to combat climate change in member states of the European Union (EU).

Under the EU-China CDM Facilitation Project, 3 high-level policy study tours will be organised for Chinese delegations to visit key organizations in Europe.


The 1st EU-China High-level Policy Tour: October 7-18th 2008

EU-China CDM Facilitation Project implemented a policy tour for the Chinese consortium partners to Europe, which lasted two weeks, from 7th to 18th October, and included visits at key stakeholder organisations in Sweden, DG Environment at the EU Commission in Belgium and TÜV Rheinland Headquarters in Cologne, Germany. The delegation consisted of four senior Chinese representatives, who were respectively from the Policy Research Centre for Environment and Economy (PRCEE) of the Ministry of Environmental Protection (MEP), the Energy Research Institute of the National Development and Reform Commission (NDRC), and Chinese Academy of Social Sciences (CASS). The objective of the policy tour was to achieve a comprehensive understanding of the policies and regulations in the fields of international climate regimes as well as national efforts to combat climate change both at the EU- and the Member States level. The policy tour was considered very fruitful.

The 2nd EU-China High-level Policy Tour: May 24th - 31st 2009

EU-China CDM Facilitation Project implemented the 2nd high-level policy tour for Chinese policy-makers to Europe from 24th to 31st of May 2009. Led by Mr. XIA Guang, the Director General of Policy Research Center for Environment and Economy of the Ministry of Environment (PRCEE of MEP), the Delegation consisted of Chinese officials from Ministries including MEP, NDRC, MOFA, and from local environmental protection departments such as Xinjiang Environmental Protection Bureau (EPB), Shangxi EPB, Ningxia Hui Autonomous Region EPB, Heilongjiang Foreign Cooperation Center and Hebei EPB. The Delegation visited key organisations in Sweden and Belgium. In Sweden, the delegation visited the Swedish Ministry of Environment, Swedish Energy Bureau, Danish Embassy in Sweden, IVL (Swedish Environmental Research Institute), Fortum, and Borlange Energi Company, etc. In Belgium, the delegation visited the Belgium Ministry of Environment, VYNCKE Company. During the visit to Belgium, Chinese counselor of Science and Technology (S&T) participated in the visiting and communication activities. This visit was considered a great success by all delegation members, in terms of learning and experiencing European climate change policies and the industrial practices on energy conservation and environmental protection.

The 3rd EU-China High-level Policy Tour: 1st -7th November, 2009

From 1st to 7th of November 2009 the third high-level policy delegation, led by Director Song Tiedong of Policy Research Centre for Environment and Economy of the Ministry of Environmental Protection (PRCEE of MEP), visited Germany and the UK. The third high-level policy tour had a particular focus on Designated Operational Entities (DOEs) and the low-carbon-economy concept. The delegation consisted of 9 Chinese officials from Ministry of Environmental Protection (MEP), Ministry of Science and Technology (MoST), Energy Research Institute of National Development and Reform Commission (ERI of NDRC), Chinese Academy of Social Science (CASS), China Environmental United Certificate Centre and China Classification Society Certification Company. IVL Swedish Environmental Research Institute, team lead of the EU-China CDM Facilitation Project, organised the policy study tour. The third high-level policy tour was considered very successful by the delegates.
