The EU-China CDM Facilitation Project aims to strengthen the Clean Development Mechanism (CDM) as a central pillar within China’s path to sustainable development. The project lasts three years from February 2007 to January 2010. Through a series of activities including policy research, capacity building and training programmes, the project will focus on China’s policy and regulatory regime for CDM development and will provide policy recommendations to CDM policy-makers in Europe and China. It brings together a wide range of stakeholders at public and private sector levels involved in CDM projects.
The EU-China CDM Facilitation Project is being implemented by Chinese and European partners and associates with grants from the European Commission and is the largest European-funded project addressing CDM-related activities with the total financial contribution of EUR 2.8 million.
Objectives
- Strengthen the capacity of China’s Designated National Authority (DNA), the National and Regional CDM Centres, and Chinese Organisations applying for Designated Operational Entity (DOE) status
- Introduce European and International Standard in Quality management of the CDM development process
- Increase awareness of CDM opportunities and enhance the CDM framework conditions in the Chinese CDM market
- Provide policy recommendations to CDM policy-makers in Europe and China
Activities
- CDM Policy Study: including the Research on Technology Transfer in CDM Projects in China; Pre-2012 CDM Market in China; Assessment of the Impact of CDM Projects on China’s Sustainable Development and the Improvement of CDM Policy
- Three high-level policy study tours, for Chinese delegations to Europe
- Training programme and capacity building for Chinese Designated Operational Entity (DOE) applicants, including six traineeships at TÜV Rheinland Headquarters in Cologne, Germany
- 10 capacity building and awareness raising workshops at the regional level
- EU-China Business Facilitation Conferences in Cologne, Germany and Beijing, China.
