On 31st July 2008, the fourth regional workshop was held in Jinzhong City, Shanxi Province. The workshop is held under the joint organization of EU-China Facilitation Projects and Shanxi Environmental Protection Bureau. The opening ceremony was hosted by Mr. Ren Yong (Deputy Director General, Policy Research Centre for Environment and Economy of Ministry of Environmental Protection). More than 100 people from different organizations participate in this workshop, including representatives/experts from project consortium including Policy Research Centre for Environment and Economy (PRCEE), Swedish Environmental Research Institute (IVL), Development Solutions, Energy Research Institute (ERI) of NDRC, Chinese Academy of Social Science (CASS), as well as Shanxi Air CDM Technique Centre, other scientific research institutes and companies.

The key issues of workshop covered the application and approval procedure of CDM in China, the integration of CDM and national energy conservation and emission reduction (ECER), the CDM methodologies including baseline identification and additionality assessment, international carbon market and CDM project risks, the international cooperation development on CDM in China and its future trend, and development of PCDM and its potential implementation in China. The representative from Environmental Protection Bureau of Shangxi Province presented the development status of CDM projects in Shanxi, the analysis of local CDM market, and the identification of potential CDM development in Shanxi.

On 1st August 2008, a follow-up meeting was held for discussing CDM related issues. About 30 people from relevant administrative departments, companies as well as representatives from EU-China CDM Facilitation Projects participated in the meeting. The discussion and communication were focused on CDM projects development, implementation, trade and relevant policies.

The workshop and meeting were successfully held through the supports from all sides.
