On 27th October 2008, the EU-China CDM Facilitation Project completed the sixth regional workshop in Nanjing, Jiangsu Province. The workshop is organized by Policy Research Centre for Environment and Economy (PRCEE) of Ministry of Environmental Protection (MEP), co-organized by Yangtze River Delta Area Innovation System Construction Joint Conference Office, and hosted by Productivity Promotion Center of Jiangsu Province. Nanjing is the main meeting Venue, while Shanghai and Hangzhou participate in the meeting as sub-meeting place using videophone. The opening ceremony was hosted by Mr. Ren Yong (Deputy Director General, PRCEE of MEP). The following officials were invited to present welcome speeches: Ms. LI Liyan, Deputy Director, Department of Climate Change, NDRC; Ms. WAN Yue, Officer, Science and Technology Department of MEP; ZHAN Shiping, Deputy Inspector, Science and Technology Department of Jiangsu Provinces. And More than 100 people from different organizations participated in this workshop: representatives/experts from project implementing units include Policy Research Centre for Environment and Economy (PRCEE) of MEP, Swedish Environmental Research Institute (IVL), Development Solutions, Chinese Academy of Social Science (CASS), Jiangsu DRC, Science and Technology Department, Productivity Promotion Center, other scientific research institutes and companies.

During the workshop, altogether 7 experts gave lectures on different items: Ms. LI Liyan, Deputy Director, Deputy Director, Department of Climate Change, NDRC, analyzed the CDM status and key issues in project preparation and application procedure in China from policy and management point of view, and explored the international cooperation and future trend of CDM; Mr. QIN Ke, Deputy Director from Productivity Promotion Center of Jiangsu Province introduced the political background of energy conservation and emission reduction in Jiangsu province, and the CDM work done by Productivity Promotion Center of Jiangsu Province; Dr. DUAN Maosheng, Associate Professor from Tsinghua University, introduced the approved CDM methodologies, analyzed the approaches for baseline identification and additionality assessment, and discussed CDM project recognition and development; Mr. Michael Rantil from Swedish Energy Agency introduced the energy supply and climate change policy in Sweden, and discussed the market driving force and development of CDM; Mr. TANG Renhu, Director of CDM Department, China National Water Resources & Electric Power Materials &Equipment Co.,Ltd (a subsidiary company of China Datang Corporation), introduced the Project validation and verification Process, and also the common problems and solutions; Dr. CHENG Hongbo from Research Centre of Urban Development and Environment of CASS introduced the research development of PCDM, its prospect in China and possible problems; Mr. ZHANG Ning, Chief operational officer of Bestone Capital Inc. introduced the situation of international carbon market, the key factors influencing carbon credit price, the risks related to CDM projects development, implementation and trade, and the approaches to avoid those risks; In the conclusion speech, Mr. Ren Yong (Deputy Director General, Policy Research Centre for Environment and Economy of Ministry of Environmental Protection) discussed the possible influence of global financial crisis on climate change, and emphasized the significance of CDM on promoting energy conservation and emission reductions in China. The seminar combined “basic, practical and advanced” together, which fulfils the objective of the meeting.

On 28th October 2008, a follow-up meeting was held for discussing some issues related to CDM. The thorough and deep discussion and communication were focused on CDM projects development, validation, verification, implementation, trade and relevant policies.

The workshop and meeting were crowded with success through the energetic supports on all sides.
